AN ACT relating to modification of weather; making an appropriation to the State Department of Conservation and Natural Resources for the awarding of grants to support certain cloud seeding operations; and providing other matters properly relating thereto.

This bill makes an appropriation of $500,000 to the State Department of Conservation and Natural Resources to award grants to support cloud seeding operations which are intended to increase the supply of water in Nevada.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
Section 1. 1. There is hereby appropriated from the State General Fund to the State Department of Conservation and Natural Resources the sum of $500,000 to be used by the Department to award grants to support cloud seeding operations which are intended to increase the supply of water in Nevada.
The recipient of any grant awarded pursuant to subsection 1 shall report to the Department concerning the uses made of the grant.
Sec. 2. The State Department of Conservation and Natural Resources shall submit to the Director of the Legislative Counsel Bureau for transmittal to the next regular session of the Legislature, a report concerning any grants awarded pursuant to this section, including, without limitation, the amount of money granted and the results, if any, of those grants.
Sec. 3. Any remaining balance of the appropriation made by section 1 of this act must not be committed for expenditure after June 30, 2017, by the State Department of Conservation and Natural Resources or any entity to which money from the appropriation is granted or otherwise transferred in any manner, and any portion of the appropriated money remaining must not be spent for any purpose after September 15, 2017, by either the State Department of Conservation and Natural Resources or the entity to which the money was subsequently granted or transferred, and must be reverted to the State General Fund on or before September 15, 2017.
Sec. 4. This act becomes effective on July 1, 2015.
